Expression of Interest: Individual Consultancy for Youth Program Review

Objectives

This request for expression of interest follows IITA’s procurement procedures for the need to engage a qualified and experienced individual consultant to review and generate credible, decision-relevant findings that will enable IITA's Senior Management Team (SMT) to make informed decisions on the future direction, structure, and investment in the IITA Youth Program.

IITA invites eligible and qualified individual consultants to express their interest in providing the consultancy services. Detailed Terms of Reference will be shared with shortlisted candidates.

Requirements

Terms and Conditions for Pre-Qualification

Interested consultants must submit relevant information demonstrating their qualifications and capacity to undertake the assignment. The following documents are mandatory for consideration:

Mandatory Requirements

1. Curriculum Vitae (CV) : Detailed CV highlighting educational qualifications, professional certifications, relevant assignments, and contact information.

2. Relevant Experience: Verifiable evidence of experience in:

• African agricultural development contexts, youth employment challenges, innovation ecosystems, and policy environments.
• Youth development programming, preferably in the agriculture and agribusiness sector in Africa.
• Design, delivery, and evaluation of youth entrepreneurship, agribusiness incubation, and employment programs.
• Conducting program reviews, operational efficiency assessments, cost-benefit analyses, and impact evaluations.
• Monitoring, Evaluation, and Learning (MEL) systems, financial analysis, and agriculture value chain development.

3. Educational Qualifications: Copies of relevant academic certificates and professional qualifications.

4. Proof of Registration : Evidence of registration as an independent consultant or business name registration, where applicable.

5. Valid Means of Identification : National ID Card, International Passport, Driver’s License, or equivalent.

6. Tax Identification Number (TIN) and/or Evidence of Tax Compliance , where applicable.

7. References: Contact details and recommendation/reference letters from a minimum of three (3) reputable organizations for which similar assignments have been successfully completed.

8. Sample Reports : At least two examples of similar assignments undertaken by the consultant, demonstrating expertise in program reviews, evaluations, or strategic assessments.
