Monitoring, Evaluation and Inclusion Manager

Job Description

• The Monitoring, Evaluation and Inclusion Manager will lead the programme's results measurement, data quality, learning and inclusive-delivery systems.
• The role is accountable for producing credible evidence of outputs, outcomes and work opportunities while ensuring that young women, persons with disabilities, internally displaced persons and other target groups can participate safely and meaningfully.
• The post-holder will design and manage the results framework, baselines, indicators, data systems, verification protocols, evaluations and learning processes.
• Working closely with the Programme Director, Operations Lead, Technical Manager, Data Analysts and field teams, the Manager will turn programme data and participant feedback into timely management decisions and reliable reporting.
• The role will also coordinate practical inclusion strategies, accessible feedback mechanisms and safeguarding integration, ensuring that programme design, budgets, implementation and measurement respond to intersecting barriers affecting participants.

Tasks and Responsibilities
Results Framework, Planning and Measurement:

• Develop and maintain the programme theory of change, results framework, indicator reference sheets, targets, learning agenda and measurement plan.
• Define and operationalise measures for new, improved, direct and ecosystem work opportunities, including eligibility, duration, income, quality and verification requirements.
• Design baseline, monitoring, outcome and evaluation approaches that generate credible evidence at participant, enterprise, programme and ecosystem levels.
• Ensure indicators, tools and budgets adequately capture gender equality, disability inclusion, IDP participation, safeguarding and intersectionality.
• Align PricePally's evidence systems with approved programme and funder requirements while maintaining proportional and practical field processes.
• Advise programme leadership on target-setting, evaluability, evidence risks and measurement implications of programme changes.

Data Systems, Quality Assurance and Reporting :

• Lead the design and administration of secure participant, activity, transaction, enterprise and results databases, including unique identifiers and deduplication controls.
• Develop standard data-collection tools, digital forms, dashboards, reporting calendars, validation rules and data dictionaries.
• Establish routine data-quality assessments, source-document checks, spot verification, reconciliation and corrective-action processes.
• Ensure timely, accurate and disaggregated reporting by age, sex, disability, displacement status, location, value chain and work-opportunity type.
• Protect confidentiality and informed consent through appropriate access controls, retention practices, data minimisation and secure case separation.
• Prepare and quality-assure results reports, management dashboards, evidence packs and responses to monitoring, audit and verification requests.

Gender Equality, Disability and Social Inclusion:

• Conduct and periodically update gender and inclusion analyses to identify barriers affecting young women, persons with disabilities, IDPs and other marginalised groups.
• Develop and monitor an inclusion action plan with clear responsibilities, resources, indicators and corrective actions across workstreams.
• Review programme plans, budgets, facilities, communications, training and field processes for accessibility and gender responsiveness.
• Support teams and partners to provide reasonable accommodation and remove barriers relating to mobility, safety, time, care responsibilities, literacy, finance, land and social norms.
• Build relationships with women's groups, organisations of persons with disabilities, displacement actors and relevant government institutions.
• Ensure target-group participation is substantive, safe and reflected in programme decisions rather than treated only as a numerical quota.

Learning, Evaluation and Adaptive Management:

• Lead periodic performance reviews and learning sessions that connect evidence to programme decisions, resource allocation and corrective action.
• Commission or coordinate evaluations, assessments, studies and participant research in line with approved plans and ethical standards.
• Analyse quantitative and qualitative evidence to explain what is working, for whom, where, why and under what conditions.
• Develop learning briefs, case studies, outcome stories, presentations and reusable tools while protecting participant dignity and consent.
• Track management responses to evaluation findings, data-quality issues, inclusion barriers and participant feedback.
• Contribute evidence to programme design refinement, sustainability planning, policy engagement and scale decisions.

Safeguarding, Accountability and Compliance:

• Support integration of safeguarding and PSEA risk assessment, prevention, reporting and referral requirements across programme activities and partnerships.
• Coordinate accessible, confidential feedback and complaints channels and analyse trends without compromising case confidentiality.
• Ensure sensitive data and safeguarding records are handled only by authorised personnel and are not incorporated into general monitoring databases.
• Escalate safeguarding concerns immediately through approved channels and support survivor-centred, confidential and non-retaliatory practice.
• Train staff, partners and enumerators on ethical data collection, informed consent, inclusion, confidentiality, safeguarding and responsible storytelling.
• Maintain compliance with applicable programme agreements, data-protection requirements, research ethics and PricePally policies.

People and Team Leadership :

• Lead, coach and hold accountable the two Data Analysts, establishing clear objectives, quality standards and professional-development priorities.
• Create an inclusive, respectful and delivery-focused culture that encourages collaboration, ethical conduct, learning and constructive challenge.
• Build the monitoring, evaluation, inclusion and data-literacy capability of programme staff, partners, enumerators and field teams.
• Ensure all programme personnel and relevant partners receive appropriate orientation and periodic training on safeguarding, PSEA, inclusion, health and safety, data protection and the Code of Conduct.
• Address performance, ethical-conduct, data-quality and team-capacity gaps promptly in collaboration with Human Resources and the Programme Director.
• Develop succession, knowledge-transfer and institutional-strengthening approaches that reduce dependency on individuals and support continuity.

Safeguarding and Duty of Care:

• Demonstrate visible leadership for a zero-tolerance approach to sexual exploitation, abuse, harassment, discrimination, bullying, retaliation and abuse of power or trust.
• Ensure safe, confidential and accessible reporting and referral pathways are established for staff, partners, participants and communities.
• Ensure safeguarding concerns are escalated immediately through approved channels and managed using survivor-centred, confidential and non-retaliatory practices.
• Promote safe programming through risk assessment, partner due diligence, informed consent, responsible data management and routine compliance checks.

Requirements
Education:

• Bachelor's Degree in Statistics, Economics, Development Studies, Sociology, Data Science, Public Policy, Gender Studies or another relevant discipline.
• A relevant master's degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Public Policy or a related field is desirable.
• Relevant professional training in results-based management, evaluation, data protection, safeguarding, gender or disability inclusion is an advantage.

Experience:

• At least eight (8) years of progressively responsible experience in monitoring, evaluation, research, learning, data management, inclusion or a related field.
• At least three (3) years in a management or technical-lead role with responsibility for results frameworks, teams and complex reporting requirements.
• Proven experience leading monitoring and evaluation within an externally funded or multi-partner programme environment.
• Demonstrated experience designing digital data systems, conducting data-quality assessments and managing quantitative and qualitative studies.
• Experience measuring employment, livelihoods, enterprise, market-systems, agriculture or food-systems outcomes is strongly preferred.
• Experience integrating gender equality, disability inclusion, youth participation and safeguarding into programme delivery and performance management.
• Experience in Nigeria's agricultural or food-market context is strongly preferred.

Competencies:

• Strong technical knowledge of results-based management, theories of change, indicator design, evaluation, mixed methods and learning systems.
• Ability to define, measure and verify employment, entrepreneurship, income, market and inclusion outcomes without double counting.
• Demonstrated competence in database design, data-quality assurance, dashboards, statistical analysis and evidence reporting.
• Strong knowledge of gender equality, disability inclusion, displacement, intersectionality, safeguarding and ethical data practice.
• Ability to translate complex evidence into clear decisions and communicate findings to technical and non-technical audiences.
• Strong analytical, facilitation, writing, quality-assurance, planning and problem-solving skills.
• Proficiency with relevant data-collection, analysis and visualisation tools.
• High integrity, discretion, cultural sensitivity, emotional intelligence and commitment to safeguarding and inclusive development.

Other Requirements :

• Existing legal right to live and work in Nigeria.
• Willingness and ability to travel regularly to programme locations, subject to approved duty-of-care and security arrangements.
• Appointment will be subject to satisfactory references, identity and qualification verification, conflict-of-interest disclosure and applicable background, safeguarding, criminal-record and counter-terrorist-financing checks.
• The position is offered on a 3-year fixed-term contract, subject to confirmation of the programme award, execution of the relevant partnership arrangements and continued availability of funding.
