Monitoring, Evaluation & Learning (MEL) Lead

About the Role

• The MEL Lead will drive IWEI’s organization-wide Monitoring, Evaluation and Learning framework across its three thematic pillars:
  • Quality Education
  • Protection & Justice
  • Livelihood Support
• The role focuses on generating rigorous, rights-based evidence while ensuring data collection is safe, ethical, age-appropriate and rooted in the lived realities of programme participants.

Key Responsibilities
MEL Framework and Design: 

• Develop and lead the organization-wide MEL framework, indicators, logframes and results frameworks, ensuring they capture both programme reach and rights-based outcomes.

Evaluations and Assessments: 

• Lead or commission baseline, midline and endline evaluations and manage external evaluators and consultants while ensuring methodological quality and compliance with ethical and safeguarding standards.

Safe and Ethical Data Collection: 

• Develop age- and gender-appropriate tools for surveys, interviews and focus group discussions, incorporating informed consent and child-appropriate assent.
• Ensure confidential and secure handling of data involving minors, survivors and other participants requiring additional safeguarding.

Data Collection, Analysis and Reporting:

• Lead data collection, quality assurance and analysis across programmes, including disaggregation by age, sex, disability and location.
• Prepare high-quality internal and donor reports and track donor KPIs and results frameworks.
• Manage digital data collection platforms and reporting dashboards.

Programme Learning and Adaptive Management:

• Work with programme teams to use MEL findings in programme design, adaptive management and community feedback mechanisms.
• Facilitate learning sessions and document lessons learned and good practices.

Capacity Building and Safeguarding Feedback:

• Build MEL capacity among programme staff, Change Agents and Paralegals, including ethical and survivor-centred data practices.
• Maintain a confidential, child-accessible feedback and complaints mechanism and ensure safeguarding concerns are escalated appropriately.

External Representation and Budget Input:

• Represent IWEI in donor MEL calls, M&E communities of practice and relevant external forums.
• Provide MEL-related cost estimates for enumerators, transportation and data collection tools for proposals and programme budgets.

Requirements

• University Degree or equivalent in Statistics, Social Sciences, International Development or a related field.
• Minimum of 3 years of professional MEL experience with demonstrated ability to coordinate or lead MEL processes.
• Strong knowledge of Theory of Change, logframes, results frameworks, indicator development and MEL planning.
• Experience with both quantitative and qualitative research methods, including surveys, statistical analysis, FGDs, KIIs, Most Significant Change and/or Outcome Harvesting.
• Ability to build and troubleshoot digital data collection tools such as KoboToolbox, ODK and CommCare.
• Experience establishing data quality assurance systems, including spot checks and data verification protocols.
• Experience managing field data across multiple locations or states.
• Demonstrated experience reporting against institutional donor frameworks such as UNICEF, USAID or similar UN/bilateral donors.
• Experience designing or managing safe and ethical data collection involving minors and/or survivors of abuse or exploitation.
• Knowledge of informed consent/assent procedures and confidential feedback mechanisms.
• Basic data visualization and dashboarding skills, with Excel required. Power BI or Tableau is an advantage.
• Fluency in Hausa and English.
