Social Protection Advisor

Solidarites International (SI)

Goal / Purpose

  • The Social Protection Advisor supports the Head of Programme Department in the development and implementation of Solidarités International’s programmes.
  • They help to ensure the quality and consistency of programmes, and that implementation teams adhere to the project cycle and monitoring procedures. They participate in internal coordination and contribute to Solidarités International’s knowledge management process for programmes.

Job Description
Strategy and Planning:

  • Helps to develop a multi-year strategy, and its annual review, aligned with that of the organisation and with the identified humanitarian issues .
  • Contributes to the planning and monitoring of the implementation of the programme strategy and the country office’s strategic priorities .

Development and Reporting:

  • Helps to coordinate with implementation teams to plan needs assessments.
  • Supports the identification of technical, academic and implementation partnerships. With the support of the Grants and Partnerships department:
  • Assists in identifying programme and technical funding requirements and in regularly providing the Grants and Partnerships department with memoranda of intent and funding requirements.
  • Takes part in planning project submissions, reports and requests for amendments, in support of the Grants and Partnerships department.
  • May assist with the development of the programmatic and technical aspects, as well as the logistical, HR and financial planning, relating to the preparation of project proposals, reports and requests for amendments for the Grants and Partnerships Department.
  • Helps to review and finalise project proposals, reports and requests for amendments before they are sent to head office.

Programme Monitoring and Quality:

  • Helps to ensure the relevance, quality and consistency of programmes, by systematically considering, throughout all phases of the project cycle, cross-cutting issues (environment and climate, cross-cutting protection, public health and a market-based approach) and, where relevant, multi-sectoral integration (internal/external).
  • Helps to ensure that ongoing programmes comply with Solidarités International’s internal and contractual procedures, as well as the requirement for the sustainability of actions.
  • May support Field Coordinators in monitoring the cycle and implementation timelines of all projects.
  • Working closely with the MEAL team, contributes to proposals for timetables and methodologies for programme evaluation, as well as the monitoring of indicators, risks and recommendations.

Compliance and Technical Accountability:

  • Takes part in the roll-out of internal and external programmatic and technical frameworks and procedures across the entirety of SI’s response.
  • Supports the updating and correct use of project resources and tools, and the application of internal accountability processes.
  • Assists in identifying and monitoring compliance breaches and risks.

Knowledge Sharing and Capacity Building:

  • Contributes to the development and implementation of programme-based training plans.
  • Supports the delivery of technical training in line with operational needs.
  • Helps programme teams to use and disseminate SI knowledge-sharing tools.
  • Promotes the centralisation and accessibility of procedures, guides and tools specific to the Country Office.
  • Helps to improve existing tools.

Coordination and Communication:

  • Supports the facilitation of regular internal coordination meetings between field programme teams and the coordination unit.
  • Contributes to the development of regular internal coordination with Field Coordinators on programme and technical issues.
  • Helps to align technical, programme and operational considerations, working closely with Field Coordinators.
  • Facilitates the smooth flow of programme and technical information across all field offices and throughout the country.
  • Drafts and shares their handover report before the end of their employment contract.

Internal Control:

  • Is responsible for ensuring the compliance of the documents they produce.

Filing and Archiving:

  • Is responsible for filing and archiving the documents they produce in accordance with internal procedures

Fight Against Abuse:

  • Creates and maintains a work environment that prevents inappropriate behaviour.
  • Participates in the promotion of SI's ethical framework.
  • At any time, respects the protection of information exchanged within the framework of an abuse notification and its treatment
  • Implements abuse risk mitigation measures

Partnerships:

  • May contribute, in line with their role and responsibilities, to the audit of SI’s implementing partners
  • May contribute to the implementation of a plan to support and strengthen SI partners
  • May participate in monitoring the activities of partners in line with their role and responsibilities

Contextual Specificities:
This role will also be responsible to;

  • Provide technical leadership for the SI-led social protection activities under the EU SOSAN project (Output 1.3 and Output 1.4), ensuring technical quality across the ten activities from capacity assessment through to the best practice manual.
  • Lead the combined data capture/mining and social register capacity gap assessment for MBEP, SOCU and other MDA staff, ensuring subsequent training is targeted to evidenced gaps rather than generic content
  • Lead the technical design and delivery of SOCU digital platform, data ethics and social register training, and the enumerator training curriculum
  • Support MBEP's review and update of the State Social Protection Policy, and the design, technical guidance and documentation of non-cash transfer safety net pilots
  • Propose and develop technical indicators for monitoring social protection programme activities and context (e.g. coverage rates, resilience indicators), in close collaboration with MEAL
  • Use SI management, activity and results monitoring tools relevant to social protection activities, including digital platforms for social protection

Profile Forsaken
Education:

  • Minimum of Bachelor's degree in Social Protection, Public Policy, Development Studies, Social Sciences, Statistics/Data Management, or a related field.

Professional experience:

  • At least 2-3 years of relevant field experience in social protection systems, social registers, safety net programming, or public sector capacity building, ideally with an NGO, government agency, or development programme in northern Nigeria
  • Demonstrated experience designing and delivering capacity assessments and technical training, ideally on data management, digital platforms, or M&E systems
  • Experience designing or supporting pilot programmes, including monitoring tools and lessons documentation, is an advantage
  • Experience facilitating policy review or reform processes with government counterparts is an advantage; Sound understanding of data protection and data ethics principles.

Skills and competencies:

  • Strong technical knowledge of social protection systems, social registers, and safety net programme design; Good facilitation and training skills, with the ability to adapt technical content for government and community audiences
  • Strong analytical and report-writing skills, including policy and technical manual drafting
  • Good organizational skills and ability to manage multiple field-based activities
  • Team spirit and willingness to coordinate closely with other technical staff
  • Ability to interact effectively with government (MBEP, SOCU, NASSCO) and civil society counterparts
  • Sound computer literacy (Word, Excel, and digital data management platforms).

Language skills:

  • Fluency in English, spoken and written, is required; Fluency in Hausa is required; Knowledge of other local languages spoken in Kebbi State is an advantage.
