Job Title: Grants Consortium Manager (National) Location: Maiduguri, Borno

General Objective
- The Consortium Grants Manager is part of a dedicated consortium team composed of three staff members – the Consortium Coordinator, the Consortium MEAL Manager, and the Consortium Grants Manager – responsible for the day-to-day management and oversight of the FCDO-funded consortium project, led by PUI in collaboration with three National NGOS.
- This unit operates under the direct supervision of the Head of Mission and works in close collaboration with the Deputy Head of Programs, as well as the Grants and Partnerships team supporting the wider PUI Nigeria mission portfolio.
- Under the technical supervision and direct line management of the Consortium Coordinator, the Grants Manager provides key support in the preparation of reports, donor communications, and other documentation relevant to the consortium.
- They serve as the mission’s focal point for all matters related to the donor contract (FCDO), including compliance with donor guidelines and reporting requirements, and liaise regularly with the HQ Program Officer and/or HQ Grants Officer.
- The Grants Manager is also responsible for monitoring and following the reporting and compliance aspects of the local partners implementing activities within the consortium. He is also responsible of the communication aspects related to the consortium.
- In addition to their consortium-specific responsibilities, the Grants Manager supports the broader Grants and Communication department in the development and reporting of other projects within PUI’s mission in Nigeria.
Context and Background of the Consortium Project
- The Grants Manager will primarily support a multi-partner consortium project addressing the urgent protection needs of conflict-affected women and girls—alongside men and boys where relevant—across Northeast and Northwest Nigeria.
- The project focuses on delivering lifesaving, survivor-centered services to individuals affected by sexual violence, including conflict-related sexual violence (CRSV), through an integrated response combining medical care (including clinical management of rape and sexual and reproductive health), psychosocial support, cash assistance, dignity kits, and safe referrals.
- The intervention also seeks to strengthen the protective environment by building the capacities of community-based protection structures, women-led organizations, and government actors, while empowering at-risk individuals through vocational training and economic recovery support.
- Operating in high-risk contexts such as Borno, Zamfara, and Katsina States, the project addresses deeply rooted structural and systemic gaps that perpetuate gender-based violence, with a particular focus on tackling the barriers to access faced by survivors—including stigma, weak referral systems, and under-resourced services.
- As mentioned above, the Grants Manager will play a critical role in ensuring high-quality donor compliance, proposal development, and reporting in a consortium setting, while facilitating coordination and alignment among implementing partners and contributing to the strategic oversight and adaptive management of this high-impact GBV-focused initiative, aligned with the UK’s priorities on gender equality and human rights.
Responsibilities and Tasks
Consortium Award Management:
- Ensure proper understanding, archiving, and follow-up of the signed FCDO contracts (including partners’ ones), in close collaboration with the consortium team and HQ counterparts.
- Act as the focal point for all donor compliance matters related to the FCDO contract and ensure timely internal communication of contractual obligations and changes.
- Support the Consortium Coordinator and Field Coordinators in monitoring the implementation of consortium activities in line with contractual commitments.
- Assist technical coordinators and operational teams in tracking, collecting, and compiling data related to programmatic progress across consortium partners.
Reporting and Program Development:
- Lead and coordinate the production of high-quality donor reports (narrative and annexes), and proposal packages for the consortium project, ensuring compliance with donor and PUI standards and deadlines.
- Ensure timely and accurate consolidation of inputs from consortium partners for external reporting.
- Support the MEAL unit in analyzing project data to ensure the production of comprehensive internal and external reports (e.g., Project Monitoring Tools)
- Contribute to the development and update of SOPs for program development, reporting, and donor communication in collaboration with the Consortium Coordinator, Deputy Head of Mission for Programs, Technical Coordinators, and the Grants & Partnerships Manager.
Local Partners Monitoring and Compliance:
- Monitor the reporting schedules, quality, compliance and communication standards of local partners implementing activities within the consortium.
- Provide support and capacity strengthening to partners on donor compliance and reporting requirements, in coordination with the Consortium Coordinator and relevant technical teams.
Communication (Consortium-Specific):
- Coordinate the implementation of the communication strategy for the consortium, including visibility, internal communication, and external outreach (e.g., visibility products, interviews, communication requests).
- Ensure that all communication materials comply with donor and PUI communication and visibility guidelines.
- Act as the focal point for communication with HQ regarding consortium-related visibility or public communication needs.
Support to Mission-Wide Grants and Communications:
- Contribute to the development, review, and reporting of other projects within PUI Nigeria’s mission, as needed, in support of the Grants and Communication department.
- Ensure consistency and coherence of reporting across all projects and support the harmonization of grants management tools and practices.
Priorities of the Department
To Ensure The Proper Award And Contractual Management;
- Centralize, archive, and ensure systematic follow-up of the FCDO consortium award, contract, and all related documentation in coordination with the Consortium Coordinator and in liaison with HQ.
- Communicate the content of the signed contract to all relevant members of the consortium team, ensuring full awareness and understanding of donor rules, contractual obligations, and compliance requirements.
- Ensure compliance with FCDO contractual obligations by supporting the implementation of donor guidelines across all relevant departments (program, support, MEAL, communication) and by alerting the Consortium Coordinator and DHoMP in case of any potential breach.
- Supervise and coordinate the organization of project kick-off meetings and other key contractual milestones (e.g., reviews, modifications), ensuring participation of all relevant consortium and partner staff.
- Monitor the implementation of the consortium project in close coordination with the Consortium Coordinator and MEAL Manager, ensuring timely achievement of contractual indicators, respect of deadlines, and quality of documentation.
- Support the technical and operational teams of the consortium, including local partners, in gathering accurate and timely information on project progress and contractual deliverables.
- Assist the Consortium Coordinator and Field Coordinators in tracking implementation against contractual commitments and identifying support needs related to compliance and documentation.
- Support the Consortium Coordinator and technical teams in the preparation and quality review of all programmatic documentation required under the FCDO grant (e.g. reports, guidelines, visibility materials).
- Compile and consolidate inputs from all departments (technical, MEAL, finance, logistics, HR, communication, compliance) for contract-related documentation and donor submissions.
- Liaise with the HQ Program Officer or HQ Grants Officer to coordinate review, validation, and timely submission of contract-related documents to FCDO.
To Ensure Timely Production And Quality Of Internal And External Reporting Products:
- Maintain and regularly update the reporting schedule specific to the FCDO consortium, ensuring that all relevant internal and external deadlines are clearly communicated to the consortium team and HQ.
- Prepare and launch the consortium reporting packages, including donor guidelines, templates, internal planning tools, and submission timelines.
- Coordinate the development, consolidation, and review of all internal and external reports related to the FCDO consortium project, ensuring consistency, quality, and compliance with FCDO requirements.
- Support the Consortium Coordinator in the analysis of project data and contextual information, and contribute to the drafting of reports, updates, and communication materials for internal (PMT) and external audiences (donor, coordination platforms, etc.).
- Work closely with consortium technical leads, local partners, and support departments to gather timely, relevant, and accurate inputs; ensure the information is appropriately formatted and aligned with donor expectations.
- Ensure that all reports submitted under the consortium project meet the highest standards of clarity, accuracy, and donor compliance, and faithfully reflect both narrative and quantitative contractual commitments.
- Provide technical support and capacity-strengthening to consortium members, particularly local partners, to enhance their contribution to high-quality reporting.
- Liaise with the HQ Program Officer or HQ Grants Officer for validation and final approval of all reports prior to submission to FCDO.
To lead the design and implementation of a fundraising strategy and to ensure quality production of project proposal;
- Under the supervision of the Consortium Coordinator and in coordination with the DHoMP, lead the planning, coordination, and production of any project revision or extension proposals under the FCDO-funded consortium (e.g. Year 2 proposal package revision, or significant program adaptations).
- Maintain and regularly update donor guidance and documentation relevant to the consortium, ensuring alignment with evolving FCDO requirements and expectations.
- Coordinate the internal agenda and planning related to project revision processes, including clear timelines, division of responsibilities, and alignment with consortium and HQ expectations.
- Liaise with HQ Program Officer or Grants Officer for technical support, validation processes, and guidance on proposal submissions.
- Consolidate and structure inputs from consortium partners and internal PUI departments (Program, MEAL, Finance, Logistics, HR, Compliance) to ensure timely and coherent contributions to revised proposals or amendments.
- Draft non-technical sections (such as context, coordination, lessons learned, cross-cutting approaches) of revised project documents and contribute to technical sections in coordination with relevant focal points.
- Ensure that all proposal documents (narratives and annexes) are in line with FCDO formatting and compliance standards.
- Conduct quality control checks to ensure consistency and coherence across narrative and financial components and highlight discrepancies for resolution.
- Contribute to the integration and revision of cross-cutting themes (protection mainstreaming, gender, environment, accountability, data protection) in revised project documentation, in collaboration with relevant technical staff.
- Support local partners in their contributions to project revision processes and build their capacity in proposal inputs, if needed.
To lead the design and implementation of a communication and advocacy strategy, including the development of quality communication channels and products:
- Under the supervision of the Consortium Coordinator, and in coordination with the PUI Communication team and consortium partners, lead the development and implementation of the FCDO consortium communication and visibility strategy, in line with donor guidelines and partner expectations.
- Define communication objectives, key messages, target audiences, and appropriate tools and resources, with a focus on visibility, transparency, and showcasing consortium impact and added value.
- Coordinate the development and dissemination of high-quality communication materials related to the consortium project, including factsheets, human-interest stories, situation updates, social media content, success stories, and visual materials.
- Ensure that all consortium communication products align with FCDO visibility requirements and PUI’s and partners’ identities, communication standards, and values.
- Consolidate and edit inputs from consortium members for joint communication products, supporting consistency of messaging and coherence across different platforms.
- Liaise with PUI HQ Communication Department for support, validation, and alignment of consortium-related advocacy or visibility content destined for international audiences.
- Coordinate the planning and organization of visibility and communication events (e.g. donor field visits, launch or closing events, stakeholder briefings), in collaboration with consortium partners and relevant technical and operational teams.
- Support the capacity building of consortium partners in communication and visibility standards and tools and facilitate a participatory approach in content development.
To Ensure Proper Team Management And Capacity Building:
- In collaboration with the HR department and the Consortium Coordinator, participate in the recruitment process of any staff under direct line management, specifically for positions supporting the implementation, reporting, and communication of the FCDO consortium.
- Brief newly recruited staff on their roles and responsibilities within the consortium structure, including specific donor expectations, coordination mechanisms, and reporting lines.
- Ensure that staff under supervision strictly adhere to PUI and consortium partners' policies, code of conduct, donor compliance rules, and internal procedures.
- Ensure the implementation of HR procedures in compliance with PUI and consortium-wide standards (including daily management, disciplinary processes, performance evaluations, leave tracking, and capacity development), in close collaboration with the HR team and with the support of the Consortium Coordinator when necessary.
- Provide regular performance feedback and conduct formal performance appraisals (every 6 months) for supervised staff, ensuring alignment with consortium objectives and professional development goals.
- Support the definition and implementation of tailored training and coaching plans for supervised staff and key consortium members on relevant topics (donor compliance, reporting, protection mainstreaming, communication, coordination mechanisms, etc.).
- Ensure effective communication and coordination among consortium staff through regular meetings, joint planning sessions, and information sharing, in collaboration with the Consortium Coordinator and technical leads.
- Proactively manage conflicts within the team, promote team cohesion, and ensure a professional and respectful working environment aligned with consortium values and ethics.
Support To The Grants & Communication Department When Needed:
- Provide punctual support to the Grants & Communication department based on priorities identified by the line management or in case of temporary workload peaks related to donor deadlines or specific events (project launches, audits, publications, etc.).
- Contribute to the review and harmonization of institutional documents (proposals, reports, project factsheets, visibility materials) produced outside the consortium framework, in coordination with the relevant teams.
- Participate in the development or update of templates, tools, and databases used by the Grants & Communication department (reporting calendars, proposal trackers, content libraries, etc.).
- Support, when relevant, the documentation and visibility of activities and results of non-consortium projects, through beneficiary stories, impact factsheets, multimedia content, or advocacy materials.
- Ensure continuity of key functions within the department in case of temporary absence or unavailability of a Grants & Communication team member, based on needs validated by the line manager.
- Any other duty as assigned by the supervisor.
Salary
N893,609 / month.
