Health, Safety & Environmental Manager

Job Summary The HSE Manager is responsible for developing, implementing, and maintaining the company's Health, Safety, and Environmental Management System (HSEMS) to ensure compliance with applicable local and international regulations, industry standards, and client requirements. The role is responsible for promoting a proactive safety culture, minimizing workplace risks, ensuring environmental stewardship, and supporting operational excellence across all oil and gas activities. Key Responsibilities Health & Safety Management Develop, implement, and continuously improve HSE policies, procedures, and management systems. Ensure compliance with all applicable HSE legislation, regulatory requirements, and client standards. Lead the implementation of Permit-to-Work (PTW), Job Safety Analysis (JSA), Hazard Identification and Risk Assessment (HIRA), and other safety management processes. Conduct regular site inspections, safety audits, and compliance assessments. Monitor workplace hazards and recommend corrective and preventive actions. Ensure the proper use of Personal Protective Equipment (PPE) across all operational sites. Develop emergency response plans and coordinate emergency preparedness drills. Environmental Management Ensure compliance with environmental regulations and company environmental policies. Monitor waste management, pollution prevention, emissions control, and environmental conservation initiatives. Conduct environmental impact assessments where required. Promote sustainability initiatives and environmental awareness throughout the organization. Incident Investigation & Reporting Lead investigations into accidents, incidents, near misses, and unsafe conditions. Conduct root cause analysis and implement corrective and preventive actions. Prepare detailed incident reports and submit statutory reports to relevant authorities where required. Maintain accurate HSE statistics and performance records. Training & Safety Culture Develop and coordinate HSE induction programmes for new employees and contractors. Conduct regular toolbox talks, safety meetings, drills, and awareness campaigns. Identify training needs and organize mandatory HSE training. Promote a positive safety culture through employee engagement and leadership initiatives. Compliance & Audits Ensure compliance with ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management) standards. Coordinate internal and external HSE audits. Support certification and recertification audits. Ensure contractors and subcontractors comply with company HSE requirements. Risk Management Develop risk registers for operational activities. Monitor critical operational risks and recommend mitigation strategies. Ensure effective implementation of Control of Work systems. Monitor contractor HSE performance. Documentation & Reporting Prepare weekly, monthly, and annual HSE performance reports. Maintain records of inspections, audits, permits, incidents, training, and corrective actions. Present HSE performance metrics to senior management. Leadership & Stakeholder Management Provide technical HSE guidance to operational teams. Liaise with regulatory agencies, clients, emergency services, and external auditors. Lead the HSE team and supervise HSE Officers and Coordinators. Participate in management meetings and strategic planning. Master's degree is an added advantage.
