Programme Officer (Governance, Peace and Security)

Job Summary
- The Programme Officer will facilitate the planning, coordination and implementation of programmes and projects focused on governance, peace and security.
- The role will include close collaboration with stakeholders to promote youth and women's empowerment, gender inclusion and effective programme delivery. It also requires strong capacity and experience in programme conceptualisation, design and implementation, including technical and administrative delivery.
Key Roles and Responsibilities
- Research and Dissemination: Lead the promotion, coordination and dissemination of scientific research outputs.
- Programme Implementation: Oversee the implementation of programme activities, including planning, budgeting and coordination with stakeholders.
- Technical Support: Provide technical support to programme staff, partners and beneficiaries, including training and mentoring.
- Monitoring and Evaluation: Support the monitoring and evaluation of programme activities, including data collection, analysis, knowledge management, adaptation and reporting.
- Partnership Development: Maintain partnerships with stakeholders across bilateral and multilateral organisations, NGOs and private-sector companies.
- Reporting and Documentation: Prepare reports, documents and other materials to support programme implementation and donor requirements.
- Budgeting and Financial Management: Manage programme budgets, including tracking expenses, supporting the preparation of financial reports and ensuring compliance with donor regulations.
- Supervision and Mentoring: Provide guidance, supervision and mentoring to programme staff, interns and partners as required, supporting effective delivery and professional development.
- Perform any other task(s) as may be assigned from time to time.
Required Qualifications
- Education: Master's Degree in a relevant field, such as the Social Sciences, Humanities, Law, International Development, Public Policy or a related discipline.
- Experience: At least 5 years' experience in programme management, implementation and coordination within the not-for-profit sector, preferably with an NGO.
- Knowledge of programme management tools, such as Logical Framework Approach (LFA) or Results-Based Management (RBM).
Skills:
- Strong project/programme management and coordination skills. Excellent communication, interpersonal and teamwork skills.
- Ability to work in a fast-paced environment and prioritise multiple tasks.
- Strong analytical and problem-solving skills.
- Proficiency in innovative computer applications, including Microsoft Office and Google Suite.
Language:
- Fluency in English is required. French and/or Portuguese would be an added advantage.
