Technical Consultant – National Reentry Policy Review & Reentry Ecosystem Toolkit Organisation: Centre for Legal Support and Inmate Rehabilitation (CELSIR) CELSIR, with support from the Rule of Law and Anti-Corruption (RoLAC II) Programme, is seeking a highly qualified Technical Consultant/Consultant Team to support the review and updating of Nigeria’s National Reentry Policy Framework and the development of a standardised Reentry Ecosystem Toolkit. The consultancy forms part of CELSIR’s project, “Strengthening Gender-Responsive Rehabilitation and Re-Entry Pathways for Justice-Impacted Persons in Nigeria.” Key Objectives The consultant will:
- Review, update and finalise a comprehensive, gender-responsive National Reentry Policy Framework for validation by the Nigerian Correctional Service (NCoS) and relevant government ministries.
- Develop, validate and finalise a practical Reentry Ecosystem Toolkit to strengthen coordination among government agencies, CSOs, faith-based organisations and service providers supporting justice-impacted persons.
- Review relevant Nigerian laws, NCoS policies and international standards.
- Incorporate evidence from CELSIR’s programmes and lived experiences of formerly incarcerated persons.
- Facilitate stakeholder consultations and validation workshops.
- Produce a final policy document ready for official presentation and submission.
- Map existing reintegration practices, challenges and service gaps.
- Develop a standardised, user-friendly toolkit covering operational guidelines, standards of care and multi-agency coordination mechanisms.

- A Master’s or Ph.D. in Law, Criminology, Human Rights, Public Policy, Social Work or related Social Sciences.
- At least 7 years’ demonstrated experience in policy formulation, legislative drafting or criminal justice reform in Nigeria.
- Strong knowledge of the Nigerian Correctional Service Act 2019 and justice administration frameworks.
- Proven experience in gender-responsive policy analysis or social reintegration programming, particularly involving vulnerable or formerly incarcerated persons.
- Strong familiarity with international human rights standards, including the Nelson Mandela Rules and Bangkok Rules.
- Excellent technical writing, policy analysis and stakeholder facilitation skills.
- CV highlighting relevant policy, technical and criminal justice experience.
- 2–3 relevant work samples, such as policy briefs, toolkits or legal review reports.
