Programme Director at Pricepally

The Programme Director will provide strategic, technical and managerial leadership for PricePally's agrifood transformation portfolio. The role is accountable for translating programme commitments into an integrated, commercially grounded and inclusive implementation model that delivers agreed work opportunities, market outcomes and system-level results.

The post-holder will lead programme planning, delivery, governance, partner coordination, performance management, risk oversight and funder compliance. Working closely with PricePally's executive leadership and programme partners, the Programme Director will ensure that production, aggregation, logistics, digital systems and market linkages operate as one coherent farm-to-market model.

The role will champion safeguarding, gender equality and social inclusion; ensure credible measurement of new and improved work opportunities; and build the institutional systems, partnerships and commercial pathways required to sustain programme impact beyond grant funding.

TASKS AND RESPONSIBILITIES

Strategic Leadership, Governance and Programme Integration

•  Provide overall strategic direction for PricePally's programme portfolio, ensuring alignment with the approved programme design, funder objectives and PricePally's business strategy.

•  Translate approved programme commitments into clear annual work-plans , milestones, budgets, operating models and accountabilities across national, zonal and state-level delivery.

•  Establish and maintain effective programme governance, decision-making, escalation and change-control mechanisms within PricePally and across programme partnerships.

•  Ensure that input and production, processing, logistics pooling and consumer-market distribution interventions are coordinated as an end-to-end system rather than implemented as isolated activities.

•  Provide timely strategic advice to the CEO, COO and authorized programme leadership on performance, emerging risks, implementation choices and opportunities for scale.

•  Lead adaptive management processes, using operational evidence, participant feedback and market intelligence to improve programme design and delivery.

Programme Planning, Implementation and Quality Assurance

•  Oversee the development and execution of detailed implementation plans covering participant mobilization , aggregation infrastructure, logistics, digital platforms, market development and partner delivery.

•  Ensure interventions are demand-led, with verified market requirements, quality standards, volumes, pricing parameters and delivery schedules informing production and aggregation decisions.

•  Set programme-wide delivery standards and ensure consistent implementation across zones, states, hubs and participating value chains.

•  Coordinate functional leads and zonal teams to resolve dependencies, operational bottlenecks and cross-workstream risks.

•  Oversee programme readiness reviews, implementation spot checks and corrective-action plans, ensuring decisions are documented and followed through.

•  Ensure programme assets, infrastructure, digital systems and commercial partnerships are designed for utilization , cost-effectiveness and long-term sustainability.

Programme Stakeholder and Partnership Management

•  Serve as PricePally's principal representative to the programme's lead organization , implementation partners, funder and other strategic stakeholders.

•  Maintain productive working relationships with government ministries and agencies, private-sector off-takers, processors, financial institutions, logistics providers, producer organizations and community-based actors.

•  Contribute to joint planning, technical working groups, programme reviews, learning activities and governance meetings, ensuring PricePally fulfills agreed actions and reporting obligations.

•  Negotiate and manage strategic partnerships and implementation agreements within delegated authority, working with legal, finance and executive leadership as required.

•  Promote effective youth and community participation in programme decisions and ensure feedback influences implementation.

•  Represent the programme at relevant industry, policy, funder and learning forums and communicate PricePally's contribution with accuracy and integrity.

Monitoring, Evaluation, Inclusion and Learning

•  Work with the Monitoring, Evaluation and Inclusion Manager to establish credible baselines, targets, data systems and verification protocols for programme outputs, outcomes and work opportunities.

•  Ensure clear definitions and controls are applied to new, improved, direct and ecosystem work opportunities to prevent duplication and support credible funder reporting.

•  Embed gender equality, disability inclusion, IDP participation and safeguarding considerations in programme strategy, budgets, delivery processes and performance reviews.

•  Use disaggregated performance data, participant feedback, market evidence and learning products to guide management decisions and programme adaptation.

•  Ensure timely, accurate and high-quality narrative, financial and results reporting to the programme's lead organisation, funder and other authorised stakeholders.

•  Promote documentation and dissemination of lessons, case studies, reusable tools and scalable implementation models.

Financial, Resource, Risk and Compliance Management

•  Hold overall management accountability for the approved PricePally programme budget, ensuring resources are deployed efficiently and only for authorised purposes.

•  Work with the Finance Manager and Operations Lead to maintain robust forecasting, expenditure control, procurement planning, documentation and value-for-money oversight.

•  Maintain an integrated programme risk register covering delivery, financial, safeguarding, security, reputation , data-protection, environmental and partnership risks.

•  Ensure compliance with programme agreements, funder requirements, PricePally policies, applicable Nigerian law and recognized standards on fraud, corruption, conflicts of interest and anti-money-laundering controls.

•  Ensure programme procurement, contracting, asset management and partner due diligence processes are transparent, documented and proportionate to risk.

•  Lead timely management responses to audits, monitoring findings, incidents and compliance gaps.

People and Team Leadership

•  Lead, coach and hold accountable a multidisciplinary programme management team, establishing clear objectives, decision rights and performance expectations.

•  Create an inclusive, respectful and delivery-focused culture that encourages collaboration, ethical conduct, learning and constructive challenge.

•  Support workforce planning and recruitment for programme roles, ensuring transparent selection, appropriate segregation of duties and attention to diversity and inclusion.

•  Ensure all programme personnel and relevant partners receive appropriate orientation and periodic training on safeguarding, PSEA, inclusion, health and safety, data protection and the Code of Conduct.

•  Address performance, conduct, team well-being and capacity gaps promptly in collaboration with Human Resources and executive leadership.

•  Develop succession, knowledge-transfer and institutional-strengthening approaches that reduce dependency on individuals and support continuity.

Safeguarding and Duty of Care

•  Demonstrate visible leadership for a zero-tolerance approach to sexual exploitation, abuse, harassment, discrimination, bullying, retaliation and abuse of power or trust.

•  Ensure safe, confidential and accessible reporting and referral pathways are established for staff, partners, participants and communities.

•  Ensure safeguarding concerns are escalated immediately through approved channels and managed using survivor-centred, confidential and non-retaliatory practices.

•  Promote safe programming through risk assessment, partner due diligence, informed consent, responsible data management and routine compliance checks.

Requirements

Competencies

•  Strategic leadership and the ability to convert complex programme objectives into executable operating plans and measurable results.

•  Strong understanding of agrifood systems, agricultural value chains, market systems, aggregation, logistics and private-sector delivery models.

•  Demonstrated competence in managing large, multi-year funded programmes, budgets, risks, compliance and reporting obligations.

•  Ability to lead multidisciplinary and geographically dispersed teams while coordinating partners without direct authority over all contributors.

•  Strong commercial judgement and ability to balance impact objectives with market demand, unit economics and operational sustainability.

•  Strong analytical, negotiation, facilitation, decision-making and problem-solving skills.

•  Excellent written and verbal communication, with the ability to engage executive, funder, government, private-sector and community audiences.

•  High integrity, discretion, cultural sensitivity, emotional intelligence and commitment to safeguarding and inclusive development.

Experience

•  At least ten (10) years of progressively responsible experience in programme management, agribusiness, food systems, market systems development, livelihoods, supply chains or a related field.

•  At least five (5) years in a senior leadership role with accountability for complex programmes, multidisciplinary teams and significant budgets.

•  Proven experience managing externally funded programmes and working within multi-partner delivery arrangements.

•  Demonstrated experience coordinating government, private-sector, civil-society and community stakeholders across multiple locations.

•  Experience designing or scaling commercially sustainable market-access, aggregation, logistics, digital-commerce or agricultural value-chain interventions.

•  Experience integrating gender equality, disability inclusion, youth participation and safeguarding into programme delivery and performance management.

•  Experience in Nigeria's agricultural or food-market context is strongly preferred.

Education

•  Bachelor's degree in Agriculture, Agribusiness, Economics, Business Administration, Development Studies, Project Management, Supply Chain Management or another relevant discipline.
